CET paper leakage case: HC ‘dissatisfied’ with BOPEE report
SRINAGAR, July 18: The High Court today expressed its dissatisfaction over the probe report on Common Entrance Test (CET) paper leakage case submitted by Board of Professional Entrance Examination (BOPEE) authorities on Wednesday.

A division bench comprising of Justice Virender Singh and Justice Muzaffar Hussain Attar observed: “It (probe report) appears to be a concocted and fictitious story.” Later the court observed that Chairman and Controller examination BOPEE should give an undertaking that such leakage will not be repeated and the examination on fresh dates would be conducted fairly.

The Court also sought report from the government as to why vigilance organisation and police have not taken cognizance of complaints on recent paper leakage. Why and what was the material available with BOPEE authorities to cancel all papers, the Court questioned also.

The Court will issue detailed orders tomorrow, said Mohammad Ishaq Qadri, the advocate general of Jammu and Kashmir High Court.

On July 17, the chairman of BOPEE had filed a confidential report regarding findings of a probe into CET paper leakage case.

On July 3, the High Court had taken suo moto cognizance of CET paper leakage case and issued notice to the Chief Secretary and Secretary Board of Professional Entrance Examination (BOPEE) asking them to file reply within two weeks.

It may be recalled that on June 22, following leakage of CET question paper at some centers in Srinagar, the BOPEE had postponed the Biology and cancelled Chemistry papers. It had fixed July 5 as fresh date for conduct of these two papers.

The Board issued the cancellation notification of the two papers after five days of the conduct of examination.

The scheduled examination for Biology and Chemistry papers to be held on 5th of July, 2013 was also postponed. “The fresh dates for the conduct of entrance test for all the four papers will be notified separately,” the BOPEE had said.

In its notification the BOPEE had not given any reason as to why the papers were cancelled but announced, “The inconvenience caused is deeply regretted.”

Immediately after the CET leak surfaced, sources had told Kashmir Times, BOPEE authorities brazenly overlooked the concerns vis-à-vis paper printing and packaging.

Aspirants had also alleged Board officials had no role during the printing and packaging of question papers this year.

According some invigilators at various centers, the question papers issued by BOPEE were not sealed properly and were bearing staples instead of an authenticated seal. They had also alleged the printing and thickness of papers was also sub standard.

“The question papers would bear a wax or plastic seal but this year the question papers were casually stapled,” an invigilator has told Kashmir Times on the condition of anonymity.

Thousands of aspirants appearing in CET-2013 were made to suffer in the wake of BOPEE negligence as the Biology papers got leaked at few examination centers in Srinagar.
