Bandh, protest in Bhaderwah; accused arrested

BHADERWAH, Jul 15: Amid Bandh and protest demonstrations, Bhaderwah police today arrested the accused involved in the kidnapping, rape and subsequent killing of a minor girl of Nalthi village, whose badly decomposed body was recovered on July 13.

The accused was arrested by the police on the specific information given by a local shopkeeper Rishi Kotwal from the bushes near the Girls Higher Secondary School Bhaderwah where he was hiding.

However prior to the arrest, the angry locals of Bhaderwah and adjoining areas observed half-day bandh, the call for which was given by religious and social organizations of Bhaderwah against, what it was described as, “the failure of civil and police administration in arresting the accused.

The protesters also burnt tyres at Seri Bazaar and Sartangal village by raising slogans against, what they said, “the casual approach of the administration vis-à-vis the rape and murder of a minor girl.” They were critical of both the police and civil administration’s response in dealing with this heinous crime.

The accused Tirath Singh, son of Swami Raj resident Nalthi, tehsil Bhaderwah involved in the kidnapping and subsequent killing of minor girl namely Kajal Devi, 11, a student of 5th class and daughter of Rakesh Kumar also resident of Nalthi was at large after kidnapping of the girl.

According to Doda police, earlier case FIR No:98/2013 U/S 363/109 RPC was registered against accused in the Police Station Bhaderwah on July 4,2013. “Since the recovery of dead body of girl on July 13, 2013, the offences U/S 302/376 RPC were also added to the case. The postmortem and other formalities have been conducted and all the aspects are being investigated. During interrogation, the accused has admitted his involvement in rape and subsequent killing of girl,” the police said.

Police said that the accused had confessed the rape and murder. He had stated before the police that on the date of kidnapping he took the girl into a cave by luring her with eatables and committed crime two times. He said when she was crying, he killed her. He also said that after the crime he hid himself in the bushes near the cave, where he remained for last ten days. Only in the night he would come out and eat apples for survival.

He also confessed that just two days ago, he came to Parnala in the night and stole a shirt from one house as his own shirt was torn in the bushes.

From Parnala, he reached near the old hospital and school from where he had come to market to buy biscuits for himself, he stated.

Today when Rishi Kotwal, a shopkeeper saw him when he was trying to again hide the former informed the ASP Roop Raj Bhagat, SDPO Jameel Choudary and SHO Sanjay Manhas about him (accused).

The call for Bandh was given by both Anjuman Islamia Bhaderwah as well as Sanatan Dharam Sabha and was supported by several political, social organizations against the casual attitude of civil and police administration.

President Anjuman Islamia Bhaderwah, while addressing the gathering at Seri Bazar said that the local administration totally failed in Bhaderwah because with in two days two murder cases were registered. He stated that the crime against women was rising in the area.

At Sartangal also, the people protested against the administration and demanded the arrest of the accused and ex-gratia to the poor family. Sarpanch Sartangal Mohammed Ashraf said that no officer of the administration visited the affected family. After the assurance by the SDM Dr Ravi Kumar Bharti and SDPO Jameel Choudary, the officials visited the affected family and assured it ex-gratia relief.

A senior police officer earlier told KTNS said that the police had constituted a Special Investigation Team (SIT) and three more teams to nab the accused in Himachal Pradesh, Bani tehsil of Kathua district and Gandoh.

“But the accused was in Bhaderwah area. We appreciate the role of the local people especially Rishi Kotwal for his cooperation,” he stated.

Kajal was kidnapped by Tiatrh Singh (30) on July 3 and later her nude decomposed body was found in bushes near Nalthi Tourist Park on July 13. The issue snowballed into a major issue in the area and the Anjuman-e-Islamia and Sanatan Dharam Sabha Bhaderwah had called for complete strike and Chakka Jam today against the apathetic and casual attitude of Bhaderwah police and civil administration in dealing with the increasing crime graph against women in this

tourist valley. The call was supported by several political and social organizations.

“Parents are scared of sending their daughters to schools and colleges as crime against fairer sex has increased suddenly and only the police and civil administration is responsible for the present state of affairs in this otherwise peaceful and safe valley,” said Khairat Farash, the president Anjuman-e-Islamia Bhaderwah.

He further added that Bhaderwah administration should take responsibility for its inability to check the crime.

Student leader Panther Sachin Singh Samyal, while addressing the protesters, alleged that the police and civil administration in Bhaderwah had become completely defunct and crime had increased manifolds in the last couple of months especially against women.

on June 2, he said that the culprit had not been arrested so far despite her

husband Kalyan Singh giving details of the whereabouts of the culprit several times to incharge Police post Bhalla.

“We warn the police and SDM Bhaderwah to take immediate cognizance of the increasing crime against the fairer sex or face the music,” added Panther Sachin Samyal.
