Distribution of MoS status like freebies in MP

Dear Editor,
It refers to Madhya Pradesh Chief Minister now giving status of Minister of State (MoS) to five babas (so-called saints) after earlier also having given similar feather in cap with costly privileges to several others. Such a princely right misused by political rulers for benefit of their favorites should be abolished both at the center and in states by mending the law and if necessary even by amending the constitution. It may be recalled that post of Deputy Ministers was abolished to save expenses after implementing rule of maximum 15-percent ministers of total membership of the lower House.
Much controversy was there when 20 MLAs in Delhi were disqualified considering post of Parliamentary Secretary to be an office of profit. No post of minister of state exists in Union Territory of Delhi. If such useless posts do not exist in Union Territories, it is senseless that these may exist at the center or in states.
Original recommendation of Administrative Reform Commission to restrict maximum ministerial strength to be ten-percent of strength of lower House should be implemented abolishing post of Parliamentary Secretaries and prohibiting giving MoS-status to persons outside the ministry.
Provision of State Legislative Councils serving absolutely no purpose other than political employment to favorites of political bosses should be abolished by amending the constitution. These were abolished in all states except just five after emergency-era of 1975-77. But gradually many other states have again added these white elephants on hard earned money of tax-payers.
