Logic of continuing hefty telephone-allowance to Parliamentarians and state-legislators

There are reports that Parliamentarians and members of many state-legislatures are still getting hefty telephone-allowances in present era of unlimited free calls available at very low tariffs like rupees 399. Significantly no one privileged with such undue expense at public-cost has ever raised voice on continuing with such undesired heavy burden on public-exchequers. At a time when Prime Minister calls people for voluntarily leaving LPG-subsidy, he should make legislative practice in order by doing away with allowances for telephone and other such aspects having lost practical utility.
