Doda, Udhampur emerge as major beneficiaries

JAMMU, Feb 15: Contrary to popular notion that majority of the surrendered militants, who got benefitted under Rehabilitation policy in last 14 years belonged to Kashmir, Jammu region has been the main beneficiary.
Doda, Udhampur and Kishtwar were the three districts from Jammu region which comprised maximum number of cases finalized.
Though from Kupwara, Baramulla and Baramulla were among Kashmir districts from where over 150 applications (clubbed tally of three districts) were received but majority of the cases were rejected.
As per the government records, out of 219 total finalized cases, 85 cases were finalized from Doda district of Jammu region.
In all, 125 cases (maximum cases) were received from Doda district against a total of 440 cases received from across the state, to be specific 18 districts. Only 40 cases from Doda were rejected. Out of 440 applications, 220 cases were rejected.
No application was received from Jammu, Samba, Leh and Kargil districts.
Doda is followed by Udhampur district, from where 30 cases, out of total 32 cases received, were finalized while two cases were rejected. Though after Doda district, maximum applications were received from Kupwara and Baramulla districts yet an overwhelming number of applications were rejected.
From Kupwara, 65 applications were received but only 25 were finalized while 40 were rejected. Similarly from Baramulla district, a total of 62 applications were received but only six cases were finalized. 56 cases from the district were rejected.
The data pertained to surrendered militants benefitted with effect from January 31, 2004 to January 17, 2018 under Rehabilitation policy issued vide Government order No Home -55/H of 2004 dated January 31, 2004.
Similarly, from Kishtwar district, out of 24 applications, 20 were finalized and four were rejected. On the other hand, from Bandipora district of Kashmir region, 28 applications were received but 22 were rejected and 5 were finalized and one case was under process.
From Srinagar eight cases were received and all were rejected, similarly from Kulgam two cases were received, both were rejected.
Reasi, Kathua registered a cent percent approval record as all 15 and 2 cases respectively received from these districts were finalized.
From Anantnag, out of 11 cases, 7 were finalized and four were rejected. From Ganderbal, out of 7 cases received, only one case was finalized while six were rejected. From Sopore, only 3 cases, out of 12 received, were finalized and nine were rejected.
From Budgam, Handwara and Pulwama, out of 7, 15 and 4 received cases, 1, 5, 1 were finalized while 6, 10 and 3 cases respectively were rejected.
From Poonch, out of 13 cases, 8 were approved and five were rejected while from the neighbouring Rajouri district, out of 8, five cases were finalized, three were rejected.
