Normalcy at peak, militancy at ebb-Twitter Power echelons

I don’t reconcile with the gauge reports twitted by the top brass of the centre as and when they visit Kashmir reporting the gauge of normalcy and militancy rate. Their tongues are mostly centred on complete normalcy, barring a few incidents, in the state. Such statements may give a pleasure to the ignorant when actually it contradicts and hurts with what is apparent on the ground. This is neither hidden nor mystic. Frequent killings, pelting, strikes, and house arrests are the daily features in the valley. Presumably the power icons either shy to reveal the reality or they avoid to earn displeasure of their friends and acquaintances.

Taking a fleeting glimpse of the write-up of the scholars and ace personalities repeating the past history of partition, salient features of accession, castigating the role of Nehru, lauding leadership qualities of contemporary leaders of the time all this seems verbose and jargon in context of the simmering rage followed with violence. “Past is no remedy for the grief. We don’t belong to the past. We belong to present. We are makers of future”. We want peace. We want solution and not acrimony.

Accession is complete as per the clauses of the instrument of accession. It stands ratified by the state constituent assembly. Nehru’s commitment before the masses, that accession of Kashmir is subject to the will of the people cannot be gainsaid. Both theories are correct. What had been most irreligious in it is that rulers have failed to rule with a true sense of responsibility treating themselves as masters and not servants of the people. Beside hegemonic rule, human rights violation, intransigent attitude of the vested interest, threats of violence and unbriddled corruption have remained the hallmark in the state right from the day of independence. Simmering resentment against the accession gradually assumed a volcanic shape that necessitated to beef up the state constabulary with posse of army to suppress the violence. On the other side sporadic exchange of firing, infiltration trapped the masses between the army’s gun and militancy. In the wake of these facts this heaven on earth turned into a haven for conspirators, intriguers, criminals and infiltrators. This has germinated lurking dangers and challenges of fear and mayhem.

The Centre is seized of this situations in the valley. What is galling in it is the unfazed behaviour of the governance misleading the masses with the word of dialogue which will continue but least to end. The last twenty years have been the most irksome and pernicious year that has damaged the pristine glory and composite culture in the state. To beef up with the security arrangement is not that can speak for security. We have virtually failed to nurture human ideology, human values and damaged the secular fabrics by vampire bats.

In short, people remained in disgruntlement, remaining adamant to solve the issue as promised by Nehru. This is the subject matter and stumbling block which has not been unblocked so far.

Executing battery of tests, deploying and detailing members of international amnesty team to acquire the prospective from divergent parties in the trouble torn state of Kashmir is a healthy sign. What is surprising in it that no one, no party, no team of interlocutors have been able to grasp and gauge the anomaly that has snatched peace of the people. The slipshod mechanism evolved and tested in tackling Kashmir issue has created more harm than good.

What is most unfortunate in it is that Jinnah did not approve the accession of choice to be given to the people. He remained adamant that choice be given to the princes and not to the people. Anyway what cannot be cured is to be ensured.

In upshot, we need to concentrate more i) demilitarise the valley and keep the forces in barracks, may be to be called in the event of exigency to douse the violence. ii) Withdrawals of draconian laws, a phobia generating bitterness. iii) Borders to be plugged stoutly to stop infiltration. iv) Involve intellectuals of the state as interlocutors with main stream parties having strong base among the masses) Treat the vexed problem as heterogeneous and not homogencous. vi) Don’t hanker after the lost parts of the state at the time of partition. It is a dummy run absolutely a pretext vii) Right of self determination appears to be an antiquated option. That way we need to annex all lost parts of the state viz Baltistan, Gilgit and other Azad Kashmir parts. This will be to cry for the moon. Let the sleeping dogs lie. Instead concentrate on something tangible remaining in the interest of peace viii) Give solution and not history ix) Initiate confidence building measures which is the language of the society rather its soul. Society has attributes. It disapproves the actions that do not bring happiness.

Murder case trial: Court asks prosecuction to produce witnesses
