PDP, Engineer protest against minors’ arrest under PSA

JAMMU, Feb 17: Peoples Democratic Party (PDP) Monday vociferously protested against the government move to detain minors under PSA in the Valley and also staged walkout amid slogans on this issue in the Legislative Assembly after Question Hour.
MLA Langate Abdul Rashid Engineer also joined the cause and protested in the well before staging a walkout separately.
The issue figured after the Minister of State for Home Sajjad Ahmed Kichloo read a statement on this count and said that the minors detained were sent to juvenile home.
An agitating PDP MLA Nizam-ud-Din Bhat questioned as why minors were being arrested under PSA. His other party colleagues besides MLA Langate also supported his contention. He trooped into the well to register his protest.
After agitating for a while in the House, PDP legislators led by their party president Mehbooba Mufti staged a walkout amid slogans “Zalim Sarkar Hai-Hai”, “Nabaligon Par PSA Lagaanay Wali Sarkar Hai Hai”, “PSA Sarkar Hai Hai” at 11.22 AM.
However MLA Langate kept on standing in the well shouting, “Chhotay Bachchon Ko Detain Kar Rahi Sarkar PSA Mein….Andhi Sarkar Kaan Behre (This is blind…deaf and dumb government which is detaining minors under PSA). But it is unable to provide ration.”
He kept on disrupting the Minister for Law Mir Saifullah, who was then explaining the process to move joint resolution to seek more medical colleges from the Centre as were being demanded by the members from both the sides.
The Speaker Legislative Assembly Mubarak Gul made repeated pleas to Engineer to go back to his seat but in vain. In the same breath, Engineer raised the issue of former army Chief Gen (retired) V K Singh.
In the process, Engineer also entered into a verbal duel using one-liners with the Speaker on this issue. As the latter threatened to marshal him out, MLA Langate stated that only it was expected of him (Speaker).
By the time, Deputy Speaker Sartaj Madni was in the chair yet verbal duel continued. Engineer asked the chair to call Gen Singh. Madni tried to explain that it was the job of committee, which was doing its job. During his protest and verbal duel, Engineer also mentioned former Minister of State for Health and Afzal Guru.
Finally he staged a walkout at 11.31 AM, saying, “You’ve failed to call him. Today I came to know who is IB agent as they brand me. Sar Say Paon Tak Yeh Sarkar Gunahon Mein Doobi Hai.”
At this point of time, PDP MLA Basharat Bukhari sought the attention of Chair towards treasury benches with empty ministers’ desks. “Speaker Sir, see the seriousness of this government,” Bukhari mocked.
At that time only two ministers including the Finance Minister, were there. Deputy Speaker, who was in the chair, taking cognizance of the absence of ministers in the House, admonished the Finance Minister, saying, “Finance Minister Sahib, this is not right.”
Minister for Higher Education Mohammed Akbar Lone tried to defend the government saying that the Council was on and the ministers were there. Madni countered saying then the Ministers of State should have been there. “Deputy Chief Minister, Bhi Nahin Hai, Law Minister Bhi Nahin Hain…Yeh Bhi Shobha Nahin Deta,” Madni said.
Upon this, BJP MLA Lal Chand took a dig at the Deputy Chief Minister, “Tara Chand Minister Nahin, Kewal Sharma (DyCM’s PRO) is the minister.”
Both BJP and PDP members created ruckus.
As the Deputy Speaker directed to call the ministers saying, “Ministers Ko Bulaiye.”
MLA Langate quipped, “Woh V K Singh Ko Dhoondh Raha Hai…(He’s is searching for V K Singh.”
This continued for a couple of minutes and ended at 11.34 AM when three ministers viz., Peerzada Mohammed Sayeed, Mir Saifullah and G H Mir returned.




LA adopts resolution, seeks more medical colleges

JAMMU, Feb 17: The Legislative Assembly today unanimously adopted a resolution expressing its gratitude to Union Minister for Health Ghulam Nabi Azad for establishing four medical colleges and two Cancer hospitals in the state.
The House also impressed upon the central government to establish Medical Colleges at Poonch-Rajouri, Kupwara, Udhampur, Kulgam, Budgam, Bandipora, Leh/ Kargil, Samba and Pulwama districts.
The Resolution was moved by NC MLA Ajaz Ahmed Jan and seconded by PDP MLA A R Veeri.
Earlier, the members representing far off constituencies, cutting across party affiliations had protested in the House at different intervals of time during the day briefly disrupting proceedings.
On one such occasion, JKNPP MLA Harsh Dev Singh stated that the announcement of sanctioning of medical colleges and Cancer Institute was attributed to an anonymous spokesman. “First we need to be sure as whether the Medical Colleges have been sanctioned or not,” he quipped.
Later, when finally the resolution was moved and passed in the second sitting as explained by the Minister for Law Mir Saifullah, PDP president Mehbooba Mufti took a dig at the coalition saying, “You pass the resolution and they (Centre) throw it in the dustbin.”
