Cong seeks Chenab Hill Dev Council

JAMMU, Jan 8: With the time running out fast vis-à-vis 15-day deadline given by the Chief Minister Omar Abdullah in last cabinet meeting for final report of the Cabinet-Sub-Committee (CSC) regarding creation of new administrative units, both the allies have upped their ante to serve their political constituencies.
This all is going on even when the CSC is presently on a visit to different states to elicit opinions, demands, suggestions and objections from the public representatives affiliated to different political, members of civil society in Kashmir and Jammu regions.
In fact, both the allies are worried that they would lose electoral battle if they could not keep intact the interests of their respective political constituencies while recommending new administrative units in the election year.
While the NC wants the implementation of Bloeria report and Ganai panel recommendations, the Congress is crying foul finding them as lopsided, discriminatory towards Jammu and Ladakh regions, its strongholds.
It was Congress’ pressure tactic, given its political compulsion with other Jammu based parties already crying hoarse over, what they describe as, “discriminatory Ganai panel recommendations,” which delayed CSC’s final report on this issue.
In a new twist in the backdrop of formal exercise of CSC, the National Conference Wednesday sought immediate implementation of the recommendations of Dr Bloeria and Mushtaq Ahmed Ganai panels on creation of new administrative units at block, Naiabat and sub-divisional level in Jammu and Kashmir, stating that these reflected the aspirations of the people at grass roots level.
On the other hand, the Congress leaders including MLA Inderwal G M Saroori have demanded creation of the Chenab Valley Hill Development Council for the entire erstwhile Doda district besides sub-divisions for Chatroo, Thathri, Bunjwah, Khara, Jakyas, Paddar and Marwah, new tehsil and Niyabats for Nali Bunjwah, Drabshallah, Mugalmaidan, Feller, Sarthal, Khara, Jakyas, Figsoo, Nagseni, Dacchan, Machail, Nayabats Patnazi, Balgran, Lass, Drabshallah, Keshwan, Mugalmaidan, Sigdi, Chingam, Malanoo, Bathri, Kandothe, Figsoo, Palmar, Doul, Soul and Machail and new blocks for Nali Bunjwah, Sarthal, Thakrie, Mugalmaidan, Khara Jakyas, Palmar, Machail and Soul.
Interestingly, while the demand for Chenab Valley Hill Development Council for the entire erstwhile Doda district has also found supporters from NC rank and file, the Congress Minister Abdul Majid Wani, who is also MLA Doda, has also submitted a separate list for creation of new administrative units viz. new Tehsils, Niabats, CD Blocks and Patwar Halqa in Doda constituency.
In the meanwhile, the National Conference provincial core group in a meeting presided over by provincial president Devender Singh Rana at Sher-e-Kashmir Bhawan here this afternoon, resolved that the recommendations of Bloeria report and Ganai panel should be implemented in toto.
“The recommendations are required to be accepted in toto so that the administrative set-up envisioned by Chief Minister Omar Abdullah with regard to taking the administration at door steps of the people is optimally realized,” the core group stated.
The meeting was attended by senior state vice president and MLA Surjeet Singh Slathia, Harbans Singh, vice president Peer Mushtaq Ahmed Bukhari, legislators, Rachpal Singh and Bimla Luthra, ex MPs Mirza Abdul Rasheed and Talib Hussain, senior vice president, Rattan Lal Gupta, ex-legislators, Pandit Govind Ram Sharma, Babu Ram Paul, Brij Mohan Sharma besides senior leaders Jugal Mahajan, Vijay Laxmi Dutta, Gurdeep Singh Sasan and Sheikh Bashmir Ahmed.
The core group observed that the reports submitted by the two panels were based on exhaustive discussions and consultations with the stake holders, irrespective of their party affiliations and therefore their implementation would help in assuaging the urges of the people at large. It felt that the initiative of Omar Abdullah would greatly help inhabitants of difficult and disadvantageous areas who were otherwise required to throng long distances to pursue their cases in various government offices.
The group members hoped that political parties would rise above party politics and show convergence in getting the recommendations implemented as soon as possible. The members stated that the keenness being shown by the Chief Minister in having these administrative units in place within minimum possible time frame reflected his desire to ensure that people are empowered in real sense of term.
“Since National Conference believes in people’s power, the step will only be a movement forward towards achieving the cherished agenda set by the founding fathers decades ago,” the group maintained.
The National Conference leaders exuded confidence that the government will take a final decision on setting up of new administrative units on immediate basis.
Senior Congress leader and MLA Inderwal Ghulam Mohammed Saroori demanded creation of the Chenab Valley Hill Development Council for the entire erstwhile Doda district during the visit of Cabinet Sub-Committee on Creation of New Administrative Units to Kishtwar and Doda.
Saroori put forward his demand to the committee headed by Deputy Chief Minister Tara Chand, during its visit to Kishtwar, Doda and Ramban yesterday, He also demanded sub-divisions for Chhatroo, Thathri, Bunjwah, Khara, Jakyas, Paddar and Marwah, beside creation of new tehsil and Niyabats including Nali Bunjwah, Drabshallah, Mugalmaidan, Feller, Sarthal, Khara, Jakyas, Figsoo, Nagseni, Dacchan, Machail, Nayabats Patnazi, Balgran, Lass, Drabshallah, Keshwan, Mugalmaidan, Sigdi, Chingam, Malanoo, Bathri, Kandothe, Figsoo, Palmar, Doul, Soul and Machail. Stress was also laid on creation of new blocks for Nali Bunjwah, Sarthal, Thakrie, Mugalmaidan, Khara Jakyas, Palmar, Machail and Soul.
Saroori said that Kishtwar was among the largest district in state having an area of over 7800 Sq miles and added that it was impossible to deliver on public front in the district without fulfilling all the demands raised by the political representatives of Kishtwar district.
Saroori warned that in case the government failed to keep its promises over the creation of new administrative units in the entire erstwhile Doda district and ignore public aspirations while creating new units, an agitation would be launched.
Saroori got support from the representatives of BJP, NC, PDP, BSP, NCP and other parties also.
Saroori urged the government to give due consideration to the erstwhile Doda district while creating new administrative units in the region keeping in view its topography and population.
The Cabinet Sub-Committee assured the people that the matter would be discussed and taken into consideration. He also said that the committee would ensure full justice with all the regions in creation of new administrative units.
Minister for R&B Abdul Majid Wani, who is also MLA Doda, has submitted a memorandum to the Chairman Cabinet Sub-Committee (CSC) Tara Chand for considering creation of new administrative units viz. new Tehsils, Niabats, CD blocks and Patwar Halqa in Doda constituency.
Wani suggested that new Tehsils should be created in Doda at Mohalla, Gundna, Bharth Bagla, Bhagwah, Kastigarh, Goha Marmat. Similarly he also demanded new Niabats at Kalhota, Behota, Pranoo, Shiva, Dharra, Bhelli and Manjmi.
He also purposed to create new CD Blocks at Gundna, Kandi, Ghat, Udhyanpur- Dalli, Bhagwah, Marmat- Goha, Khellani or Paryote, Pranoo and Kastigarh.
Wani also demanded creation of new Patwari Halqas Mohalla Khankoot, Bhalwana, Persholla, Jatheli, Manthori, Dongroo, Gadether, Shadiwan, Malwana, Gundna, Ludna Bagla, Dharra, Hanch, Jodhpur, Jijote, Babor, Udhyanpura, Kalihand, Seel, Bharath, Kulhand, Dhar, Dashnan, Koti, Arnora, Bahli, Doda, Akramabad, Beoli, Bijarni, Sazan, Ganika, Manjimi, Bagwah, Gadi,Dessa, Bhata, Kastigarh, Mundhar, Shamthi, Gagla, Dandal, Gurmul, Chakakundi, Thath, Shiva, Shrerna, Trown, Shangroo, Parnoo, Rewara, Khellani, Paryote, Malhori, Saras, Mothi, Humbal, Roat, Barri, Behota, Mangota and Goha.
He also proposed various revenue villages in his constituency.
In the meanwhile, a delegation of National Conference from Banihal led by party district secretary Ramban Mir Sajjad Shaheen met the Cabinet Sub-Committee though appreciated the government for creating CSC to examine the cases for implementation of the Delimitation Commission report.
Shaheen demanded creation of Chenab Valley Hill Development Council for the entire erstwhile district Doda and urged the government to give due consideration to the district Ramban especially tehsil Banihal while creating new administrative units in the region keeping in view the topography and population.
He also demanded creation of Sub district at Banihal, new tehsil at Ramsoo-Ukharhaal, Niabats and rural development blocks in the areas of Khari-Mahu Mangit,Neel, Pogal-Paristan and Sumar.
