J&K fast track court awards 17years jail to rape convict

JAMMU, Jan 31 (JNF): In its first case, a fast track court in Jammu and Kashmir convicted a person from UP for raping a teenage girl after abducting her.
The court sentenced Govind Singh of Vilsi, in UP's Badaun district, to 17 years of imprisonment and a fine of Rs.10,000.
On June 18, 2009, a person filed a complaint before a court of judicial magistrate, R.S Pura, Jammu, saying his 17-year daughter was abducted by Govind Singh, Goldy, Prithpal Singh, Passna, wife of Prithpal Singh and Narinder Singh, all residents of UP.
They were living as tenants at the complainant's house for four years.
The judicial magistrate forwarded the application to police station R.S Pura with direction to register a case against the accused .
Subsequently, police raided several places and recovered the girl along with her kidnapper Govind Singh.
The girl was handed over to her father. The girl revealed that Govind Singh subjected her to rape during her confinement.
"Undisputedly, the victim was about 17 years of age at the time of occurrence. It has also come in the evidence that during the period she remained in captivity of accused, other two accused namely Prith Pal Singh and Narinder Singh (absconders) also raped her. Therefore, one can imagine trauma and humiliation suffered by her. In these circumstance convict deserves a deterrent punishments," the court observed and awarding Govind Singh 17-years of rigorous imprisonment and fine of Rs.10,000.
The court also issued warrants against other absconding accused in the case.
"The rape cases and the cases relating to crime against women have alarmingly increased in recent time. The social impact of the crime particularly when it relates to offences against women cannot be lost sight of and it requires exemplary treatment. Any liberal attitude by imposing meagre sentences or taking too sympathetic view merely on account of economic condition of a person or other irrelevant conditions will prove counterproductive in the long run," the presiding officer, Sanjeev Gupta, observed.
Early this month five fast track courts were set up in Jammu and Kashmir for trial of rape and other offences against women.
