Cabinet approves creation of 80 posts for 5 ITIs

* Paves way for amendment in Recruitment Act

JAMMU, Jan 10: The state cabinet today accorded sanction to the creation of 80 posts of various categories for establishment of five new Industrial Training Institutes (ITIs) one each at Gurez, Hajin, Nowshera, Bani and Banihal besides okaying proposal to bring an ordinance to amend some provisions of Jammu and Kashmir Civil Services, Decentralization and Recruitment Act, 2010.
As per the draft ordinance vis-à-vis amendment in Section 13 of the Act, the married woman would be entitled for applying for the government job from the district where her husband is residing for the past 15 years irrespective of the period of her marriage.
The cabinet, which met here today under the chairmanship of Chief Minister, Omar Abdullah, also accorded sanction to the transfer of state land measuring 93 kanals under Khasra No 334 Min situated in village Sangani, tehsil Akhnoor, district Jammu in favour of J&K Health and Medical Education Department for construction/establishment of an Ayurvedic College.
The promotion of Dr Arun Kumar IAS Financial Commissioner (Revenue) to fixed scale of IAS (Rs 80,000) with effect from January 2, 2012 too was approved. Besides, the cabinet okayed regularization of 3 retired in-charge Chief Engineers namely Showkat Ahmad Shahdad, Mumtaz Nazim and Vijay Kumar Koul as Chief Engineers.
The proposal of Finance department for revoking the State Administration Council decision of 2008 whereby amnesty was granted to JKPCC for waiver of interest component as per the provisions of General Sales Tax Act to the extent of Rs 31.98 Crore and the principal amount to the extent of Rs 19.98 Crore too was cleared by the cabinet. It also granted its nod to the draft J&K Land Laws (Amendment) Bill proposing amendments in Section 140 of the J&K Transfer of Property Act and Section 4-A of the J&K Alienation of Land Act. By virtue of this amendment bill, J&K Development Finance Corporation Limited and State Branch of the Indian Red Cross Society too would be brought under the purview of Act to avail benefits accruing under it.
The amendment in Section 13 of the J&K Civil Services, Decentralizations and Recruitment Act, 2010 was necessitated as it was deemed to be discriminatory towards women. As per Section 13, a person shall be deemed to be resident of a particular district or division provided he/she has resided in such district or division for a period of not less than 15 years before the date of applying for a particular post in the government departments.
The Division Bench of State High Court too had given direction to the government to look into this aspect.
