Frequency jammers inside jails Failure to prevent use of mobile phones by inmates, exposes jail administration

It is a pity that the state government has now proposed to install radio frequency jammers for preventing use of mobile phones from inside the jails in Jammu and Kashmir because the authorities have miserably failed in checking mobile use by the inmates. The recent investigations carried out by the police and other law enforcing agencies have pointed out that jail wardens and other staff members including the officers have been conniving with the jail inmates in using the mobile phones. In this manner, the mobile phones have been used by the under-trials and criminals in intimidating the witnesses appearing against them in the courts besides threatening the rivals. The investigations have also revealed that the jail officers have also allowed their mobile phones to be used by the criminals, detained in the lock ups for various reasons. This particular of last year should have acted as an eye-opener for the law enforcing agencies for the reason that so many other unlawful activities have been taking place inside the jails. Apart from this, some criminals in the jails have been treating them as their fiefdoms and living inside the jail in the way they wanted to with free access to their henchmen to visit the inmates as and when they desired. This cannot be possible without the collusion of the jail officers because entry and exit of the visitors is regulated by the jail authorities for all purposes. It appears that there has been a big nexus between the criminals and the jail authorities for carrying out such activities. The question arises as to how the mobile phones and other communication equipments find their way inside. The violators of set rules should be meted out a stringent punishment in order to create a deterrent against such unlawful activities.
