VC admits gross irregularities in system

SRINAGAR, Sep 5: Asserting that Jammu and Kashmir Waqf Board was suffering massive financial losses till 2009, the board Vice Chairman M Y Qadri Wednesday admitted various gross irregularities in the functioning of trust.
Qadri even said that system is rotten with not everything up to the mark.
“I admit that all is not well in the Waqf Board. But I made efforts to bring changes in the system ever since I joined as VC. But treading the path is very difficult with opposition for every constructive step,” Qadri said.
Qadri said that he came across weird and unacceptable issues after taking over as VC. He said from land scam to date of birth tampering by the employees to extend their services illegally and a host of other issues surfaced in the department.
“To tackle these issues was a very difficult task. I referred these cases to crime branch for fair investigations and the move has not gone well with some people who offered stiff resistance,” said VC.
While pointing fingers towards some other people, Qadri, however, brushed aside the allegations of appointing four Waqf employees at home.
“It is not true I appointed four employees at home. But I provided jobs to some needy persons,” he said.
He said to ensure fair and transparent recruitments in the boards, the section of officers opposed of advertising vacant posts in mass media.
“The height is that our proposal of aiding Rs 2 crore to Islamic University was opposed by the employees. The much needed computerization of offices also suffered hindrance”.
While claiming that board was suffering losses during the coalition regime of Congress and Peoples Democratic Party, he said the board has made substantial progress in last three years.
He said the board started providing scholarships to poor and needy students from class 10th to class 12th.
“We offer scholarships to poor and needy students and aid to destitute and widows,” he said.
“At the time of conversion of Muslim Auqaf Trust into Wakf Board, it has Rs 729.56 lakh income annually with Rs 539.13 lakh expenditure. However, the income has substantially increased to Rs 1694.50 lakhs in 2011-12,” said Qadri.
Lamenting that board is unable to retrieve the rents from its property as per present market rates; he said various developmental initiatives are to be taken in coming years to enhance the revenue of the board.
