Kichloo, Wani tussle in open
‘Vested interest tarnishing image of coalition govt’
SRINAGAR, June 17: Lashing out at his junior minister and National Conference leader Sajad Ahmad Kichloo, the minister for Roads and Buildings (R&B) Abdul Majid Wani today termed him arrogant, with vested interest to tarnish the image of coalition government.

On June 14, Kichloo had written to the chief minister Omar Abdullah complaining him that he was being bypassed by his senior minister in important departmental matters including transfers of officers ever since he took oath of office as Minister on January 15.

Wani, in a statement issued to press here, termed the accusations made by Kichloo against the canons of coalition government with an aim to create rift amongst the coalition partners.

“…It is only the arrogance and vested interests of the Hon’ble MoS concerned which forced him to take such an abrasive path. The Hon’ble Chief Minister is appealed to take the matter seriously and take immediate action against the erring MoS who is hell bent to tarnish the image of the present coalition government,” Wani has said.

He has further disclosed that Kichloo was ‘deeply hurt’ when recently his close relative was not given choice posting in Estates Department, Jammu which is under the control of chief minister and the posting to that post has been approved by none other than the chief minister himself.

The minister R&B has informed that the recent postings of 106 promotee incharge Assistant Executive Engineers made by the department were to be adjusted against the vacancies existing in and outside the department which necessitated transfer and postings also and same was done by the R&B Department in the interest of administration after holding detailed discussions the concerned Chief Engineers.

“The Hon’ble Chief Ministers may, while taking the matter seriously, check the credentials of such an arrogant MoS who recently was involved in thrashing of a senior KAS officer which is unacceptable to every civilized society and who does not believe in hierarchy of power and his trying to create ripples amongst the coalition partners on frivolous, falls and non-est issues. The concerned MoS has time and again been informed about his powers but present act on his part is unbecoming of a public man. Such elements existing in the coalition government should invariably be shown the door as they are rot for smooth functioning of the system,” Wani has demanded.

The R&B minister has also added that the powers have been delegated to the Ministers of State by none other than the Chief Minister Omar Abdullah which among others provide that the files related to the cadre management of non-gazetted staff (except transfers and postings) are to be routed by the concerned Administrative Secretary through the MoS concerned and the same is being following by the R&B Department in letter and spirit.

When contacted, the minister of state for R&B, Sajad Ahmad Kichloo said: “If somebody raises finger against a thief, will you call that arrogance. If that is arrogance I am ready to apologize. Let him come up with a case of corruption against me and then demand my ouster from the government. I will continue to raise my voice against mal functioning of the department till it gets streamlined.”

Kichloo accused Wani of administrative inertia saying that for the last six months not a single kilometer of road has been built by the department. “There is no accountability in the department. He works without taking me into confidence. You know I have to face the public besides my party affairs. I will continue to call a thief a thief. And there is no arrogance in raising voice against theft.”

Pertinently, in his letter dated June 14, Kichloo had informed the chief minister: “I have, in the past also, discussed the matter, but unfortunately it seems nothing has changed and the trend of getting files through by directly routing these to the Senior Minister has continued. This has undermined my authority as Minister of State of R&B Department, a constitutional position vested in me by the State Governor.”
