Banned Polythene carry bags menace still running

After banning of polythene carry bags and its related items by the state government of Jammu and Kashmir in 2010, the polythene bags menace is still running under the nose of Jammu Municipal Corporation (JMC) who has conducted hundreds of drives against it to control over this menace even after imposing heavy fines to shopkeepers, vendors and other business establishments but all in vain. People can easily avail this (polythene carry-bag) facility at every nook and corner of the state who are buying their essential commodities like vegetables, fruits and other items for their home needs without any fear from these shopkeepers and vendors.
The state government is helpless to tackle this menace seriously and did not take any stern action over it. The question is how this business is still running in the state even after banning. It is pertinent to mention here that there would be a nexus between the people who running this business with the officials of the Excise Department who rendering their duty at Lakhanpur Toll Post which is the only route approach to enter the state are allowing them freely without any fare. State government should think over it and to constitute a special team at Lakhanpur Border to examine the menace seriously against the people who are running this business freely in the state.
