Omar approves 100 pc utilization by govt deptts

SRINAGAR, Aug 13: Chief Minister Omar Abdullah has approved the utilization of 100 percent allocations provided to state government departments under the Annual Plan 2012-13 of Rs 7300 Crore sanctioned by the Planning Commission of India for J&K.
The State Planning Department, which is under the control of the Chief Minister, in an order issued here today authorized the departments to utilize the funds in full allocated under Revenue and Capital components.
The District Plans have been segregated from the State Sector in 2012-13 being the first year of 12th Five Year Plan. Administrative departments and Heads of the Departments will continue to monitor the implementation of the district schemes, give the technical guidance but the schematic break-up will be decided by the District Development Boards.
In order to avail the Special Plan Assistance (SPA) of Rs 1987 Cr, the Administrative Departments and District Development Commissioners have been advised to make land acquisition, maintenance, etc. part of the specific projects. They have also been asked to strictly follow the distribution of funds to the Schedule Tribes, Schedule Caste and document the allocation properly for preparation of Sub-Plans for SCs and STs.
The departments have been asked to focus on completion of ongoing schemes. The execution of works shall be taken up strictly for the approved plan schemes and no liability created ensuring financial discipline in the system, the Planning Department advised the Heads of the Departments, District Development Commissioners and other concerned.
In the order, they have also been asked to get necessary administrative approvals and technical sanctions prior to execution of works. In case of cost revision necessary revised administrative approval shall be obtained from the competent authority for incurring expenditure, the Planning Department directed.
All the departments will carry out a comprehensive exercise to remove duplication / replication of schemes to ensure completion and consolidation of ongoing schemes in order to make their plans objective oriented the Planning Department told the District Development Commissioners and Heads of the Departments.
The Departments have also been asked to furnish monthly / quarterly expenditure statements both financial as well as physical to the Planning Department by 5th of every month / quarter positively.
State share for centrally sponsored schemes, externally aided projects, negotiated loans, Cabinet-cum-District Board decisions, commitments made by the Chief Minister and commitments made by the Planning Department should be the first charge on the Annual Plan 2012-13, the order of the Planning Department reads.
