JU teachers to go on strike on Oct 9, 10

JAMMU, Oct 7: The entire teaching fraternity of Jammu University under the banner of Jammu University Teachers Association (JUTA) today announced to observe two day strike beginning on October 9 and 10 against the UGC amended regulation-2013 and the class work would also remain suspended.
JUTA president Prof J P Singh Joorel while addressing the press conference said, “The teaching faculty is struggling for the effective implementation of the UGC guidelines 2010. In the meantime, the UGC has issued fresh guidelines which introduced capping system for the appointments and promotions of teachers in the university. The University, while adopting a negative and pro-active approach, is taking the guidelines for its implementation in the meeting of University Council scheduled for October 11."
“The stringent capping guidelines are going to the Council without any deliberations within the university itself without giving any time to the faculty members whose teaching and research has already suffered because of the introduction of the API (annual performance indictor) scheme,” he further said.
He added that the proposed capping guidelines of June 2013 would further affect the teaching and research in the university as the teachers would focus on just gathering the points by running here and there. The guidelines, if implemented without giving proper time to the University teachers to adopt and prepare for the same, would affect the careers and promotions of all the teachers in the university system.
Highlighting the UGC-2010 guidelines, the JUTA president emphasized that the guidelines included benefits like age of superannuation, child care leave, pensionary benefits, conveyance allowance, children’s education allowance etc which had not been implemented by the university and teachers were struggling hard for the release of their arrears of 6th Pay Commission.
JUTA members however stated that in the interest of students, all the university examinations would be exempted from the preview of strike and would be held as per the notified schedule.
On being asked about this issue the University authorities said these amended regulations were notified in Government of India's gazette and they were going to discuss this matter in coming JU council meeting on October 11.
Prof Joorel was flanked by JUTA vice president Dr Kavita Suri, general secretary, Dr Rakesh Vaid, joint secretary Dr Vijay Saigal and treasurer Dr Vivek Sharma in the press conference.
