2nd marriage despite living spouse a disqualification

NEW DELHI, Sep 25: The Ministry of Culture has inserted a new rule of disqualification of a person for a post in the Archaeological Survey of India (ASI) if one indulges in a second marriage despite a living spouse from either side.
The rule has been announced through a gazette notification on September 24 for the appointment to a Group 'A' post of the additional director general (conservation and scientific preservation) in the ASI, either through promotion or on deputation, with no age limit or educational qualification.
A person will attract the disqualification in two conditions:
-- If enters into or contracts a marriage with a person having a spouse living; or
-- If enters into or contracts a marriage with a person despite having a spouse living.
There is no such debar under the central government service rules. The ministry officials refused to explain insertion of such a clause and whether it has been approved by the Union Public Service Commission (UPSC). They say the notification was issued with the President's approval.
