Bihar polls in 3 phases from Oct 28; Results on Nov 10

NEW DELHI, Sep 25: The Bihar Assembly elections will be held in three phases, with the polling on October 28, November 3 and 7 and the results will be known on November 10, a Tuesday, when the counting takes place.
The code of conduct came into force immediately with this declaration by Chief Election Commissioner (CEC) Sunil Arora, banning any more benefits offered by the Centre and the State Government.
Announcement of 65 by-elections in various states was held up till Tuesday for a meeting in view of the representation from the chief secretaries and CEOs of some 3-4 states for deferment, but Arora promised to end suspense by Tuesday evening. The counting in them is proposed to be held also on November 10 along with Bihar, to ensure the results do not influence the voters anywhere.
As many as 7.29 crore voters will be casting their votes, using gloves to press the EVM buttons, in over a lakh polling booths to elect 243 member of the Assembly, ahead of term of the present House ending on November 29. The number of booths has been increased to maintain social distancing, with not more than 1000 electors listed at a booth instead of 1500. The polling time is also increased by an hour from 7AM to 6 PM and those with Covid-19 symptoms or in quarantine will be voting towards the end.
The poll notifications will be issued for each phase on October 1, 9 and 13. Nominations in the first phase for 71 seats in 16 districts, including the Left wing areas, will end on October 8 and withdrawals on October 12 for the polls on October 28. Nominations close in the second phase on October 16 for 94 seats in 17 districts, withdrawals allowed up to October 19 for polls on November 3, while the last phase for 78 seats in 15 districts will have nominations up to October 20 and withdrawals up to October 23 for the polling on November 7. Scrutiny will be on the next day of closure of the withdrawals.
The CEC, who was flanged by the two election commissioners, said this is going to be the biggest election in the world in the Covid-19 pandemic situation when as many as 70 countries opted to postpone their elections. The Bihar polls are being held to balance the people's electoral rights with Covid-19 in a new poll protocol to meet the Health Ministry's requirements, he said.
He said the grounds for the public meetings have been already earmarked by the district authorities in every district to ensure the campaign is held abiding to the health protocols. The meetings are allowed only with the permission of the district authorities.
