While giving further details about his plea, Dr Shazad informed that due to recent lockdown of 21 days as announced by the Prime Minister in the wake of Corono Virus pandemic, the people of whole India including Jammu and Kashmir are following all instructions and guidelines issued by the government of India and local administration to save themselves and the mankind and have confined themselves maintain social distancing but the situation in other parts of the country and here in J&K is different because in other states of India, the students, teachers, medical professional, the religious preachers taking the benefit of high speed internet have started e-classes and formed social groups online and spreading useful information with each other.
Moreover, in the absence of high speed internet facility in J&K, the medical professionals are worst sufferers as they are not even able to have access to the website and applications (apps) of World Health Organization, Ministry of Health, government of India and other local websites related to government or districts’ administration.
“Due to lockdown, people are not able to move out and unfortunately they are not even able to use banking apps due to poor internet speed. He said even the religious congregations are banned, the religious Yatras are restricted like holy Sri Vaishno Devi Yatra therefore the people are in anxiety and depressed,” he said. He made an appeal to the NHRC to further direct the respondents to restore the high-speed mobile internet as telecom services are covered under essential services.
In the petition, he has also suggested that instead of taking Police Zones of Kashmir and Jammu as units to assess the security situation viz a viz restoration of 4-G internet speed, the authorities may try districts and areas as units to assess and then in phased manner they may restore the high speed mobile internet in Jammu and Kashmir.
